VITAL CONCEPTS CONFERENCE- LifeEvac is holding an annual Vital Concepts
Conference on Saturday May 10, 2008 at the Greater Richmond Convention
Center.  The Pre-Conference is the Difficult Airway Course for EMS which
will be held on May 8 - 9.  The conference is designed for pre-hospital,
emergency medicine, and critical care providers.  For more information

REGIONAL AND STATE EMS NEWS

 

2008 Tidewater EMS Regional Awards Program

	The program information and nomination forms are on the

receipt of Tidewater nominations is June 16, 2008 - BUT DON'T WAIT!
Note the High School Senior Scholarship nomination form is a separate
form. The $1000 scholarship award is open to high school seniors who are
affiliated with an EMS agency in th Tidewater Virginia. Regional EMS
award first place winners will be sent to the Governor's EMS Advisory
Board to compete at the state level in the Governor's EMS Awards.  In
2007, three Tidewater nominees became state winners!  FYI...our annual
Tidewater EMS Family Picnic and Awards program has been moved up this
year, and will be held July 27. Watch for details.

Rescue Squad Assistance Fund Grant Deadline is March 17

	The RSAF Grant Funding Cycle for July 1, 2008 awards is
approaching. Deadline for submission of your grant application is March
17, 2008 by 5:00 p.m. to the Virginia Office of EMS.  There are several
changes to the RSAF program to include the requirement for all
applications to be completed electronically online. An original
signature of your OMD, Treasurer and Authorized Agent is required on
your Affirmation Page which must be received by the Office of EMS on the
deadline date.  "Priority Funding" level projects must also submit a
special RSAF Questionnaire to be considered for funding.  The Tidewater
EMS Council will assist you with your grant application.  Download the

	To apply for RSAF funding for the March 17, 2007 deadline, you
must submit your application using the newest version (2.3) of the CGAP
software. Download the full version or the upgrade.  Tidewater EMS

Process Action Team selected to study regional EMS Council boundaries

	The Commissioner of Health appointed a team of stakeholders,
representing regions, organizations and all geographic areas of Virginia
to study the issues related to the regional EMS council service areas
and proposals by the state Office of EMS to change service area
boundaries. The PAT is scheduled to provide a report to the state EMS
Advisory Board in May. Members of the PAT from the Tidewater region are
Theresa Guins, MD, representing physicians and Bruce Edwards,
representing the state EMS Advisory Board. See more information about

	About 30 EMS and public-safety related bills and resolutions are

"Watch Out Behind You" highway scene safety training DVD is now
available for ordering (for free!) 

	http://www.respondersafety.com/videorequest.php  This complete 6
hour operations level program on CD is presented in modules. It may be
taught in several offerings or as a full one day program. The course
includes full instructor notes and is designed to be taught by trainers
with minimum of Instructor Level I credentials. "Watch Out Behind You"
is the product of the over 2 years of work by the CVVFA Emergency
Responder Safety Institute Team. It includes state of the art material
and best practices gathered from North America and Europe. Support for
the program was made available through our partners the United Sates
Fire Administration/FEMA/DHS and the US Department of Justice. This
program may be used in existing public safety agencies. It is also
appropriate material for newly established Traffic Control Units.

SOME NEWS AT THE FEDERAL LEVEL

New EMS website - The federal Office of Emergency Medical Services
(OEMS) at NHTSA is pleased to announce the launch of EMS.gov.  This
innovative Web site, developed to meet the varied needs of the EMS
community, contains not only the latest news from OEMS - but also
functions as a portal to other EMS Web sites and resources.  Here you'll
find background and updates on groundbreaking Federal initiatives and
programs, including Emergency Medical Services for Children, the
National EMS Information System, the Federal Interagency Committee on
EMS, Enhanced 9-1-1 and Next Generation 9-1-1, the National EMS Advisory
Council, and more. Clearly our Nation's EMS Community is too diverse for
a single Web site to meet all its informational needs.  But by providing
links and contact information for other trusted resources, EMS.gov
strives to provide EMS professionals and stakeholders with the closest
thing to a "one-stop shop" for Federal EMS Information available online
today. Tell Them What You Think: Your feedback will help NHTSA refine

CMO Designation - The Commission on Professional Credentialing is
pleased to announce the launching of the Chief Medical Officer (CMO)
designation. This new designation was created to recognize EMS chief
officers who have demonstrated excellence and outstanding achievement
throughout their careers. The CMO designation process closely mirrors
the Chief Fire Officer (CFO) designation process with adjustments to
cover the essential mission parameters of a high functioning Emergency
Medical Services (EMS) system. The CMO candidate will submit a portfolio
demonstrating excellence in seven areas:

*	Education 
*	Experience 
*	Professional Development 
*	Professional Contributions 
*	Professional Membership/Affiliations 
*	Community Involvement 
*	Technical Competencies 

There are two levels of eligibility requirements. Those candidates
exhibiting extensive experience and educational background may meet the
eligibility requirements to exempt them from having to complete the
Technical Competency portion of the application. Designation is valid
for three years. 

The CMO designation is open to EMS leaders from fire, private, hospital

New Revised Requirements for Emergency Medical Protective Clothing - A
new 2008 edition of NFPA 1999 became effective last month - and it has
been heavily revised to address changes requested by end users and the
industry. Many of the changes to the Standard on Protective Clothing for
Emergency Medical Operations were aimed at addressing requirements for
clothing categories where there were no certified products being made
available to the end user. Research by NIOSH, which supported the
revision effort, focused on the introduction of sensible, field-based
criteria to encourage industry participation. Key changes in the new
edition include: establishment of separate performance categories to
distinguish single and multiple use garments (formerly the same strength
requirements were used for both disposable and reusable garments);
reconciliation of confusing criteria for cleaning gloves and footwear
covers; the creation of three separate types of acceptable face
protection devices and related performance criteria; establishment of a
new category of head protection defining helmets for emergency medical
operations; and the introduction of a new category of footwear for
