State Office of EMS Proposes Changes to Regional EMS Council Service
Areas
The Virginia Office of EMS posted information regarding the
regional EMS council Designation Process and proposed services area
considerations, including various proposed service area maps, to their

The state Office of EMs will host a public hearing of the
proposed regional EMS council service areas on Monday February 25, from
7 pm to 9 pm, at the Richmond Marriott West, 4240 Dominion Blvd, Glen
Allen, VA 23060. In accordance with the Administrative Process Act, the
Office of EMS Oral Public Comment Guidelines will be strictly enforced

Hold on to your rights...the General Assembly is in session
We continually monitor bills and resolutions introduced in
Virginia's General Assembly of interest to our EMS and public safety

introduced to elevate the Virginia Office of EMS to departmental status
and move it to Public Safety (SB503) was pulled out of consideration
early in the session.
One of the bills which has received a great deal of interest
from the EMS community is the one that would make EMS providers a
"mandated reporter" of suspected child abuse cases (SB228). A recent
non-scientific survey asked the EMS community, mainly via listserv
postings around the state, five brief questions regarding current
knowledge of and thoughts about a requirement to report suspected child
abuse. The results of that survey were overwhelming: statewide, 84% of
those responding to the survey were in favor of adding EMS providers as
mandated reporters for suspected cases of child abuse. See the survey

2008 Tidewater EMS Regional Awards Program
The program information and nomination forms are now on the

receipt of Tidewater nominations is June 16, 2008 - BUT DON'T WAIT! Note
the High School Senior Scholarship nomination form is a separate form.
The $1000 scholarship award is open to high school seniors who are
affiliated with an EMS agency in th Tidewater Virginia. Regional EMS
award first place winners will be sent to the Governor's EMS Advisory
Board to compete at the state level in the Governor's EMS Awards. In
2007, three Tidewater nominees became state winners! FYI...our annual
Tidewater EMS Family Picnic and Awards program has been moved up this
year, and will be held July 27. Watch for details.
TEMS Response Newsletter now supported by Medical Transport
Beginning with the January/February 2008 edition, the Response

Berry, is featured in this winter issue.
Alzheimer's training for first responders and search management
More than 60 percent of Alzheimer's patients wander, become lost
and often are seriously injured or die if not found within 24 hours. The
Department of Criminal Justice Services and VDEM will offer six training
classes to first responders who may have contact with Alzheimer's
patients and those suffering from dementia. The seminar will present a
system of skills and attitudes for handling of this specific population
group and teach attendees how to pass this training on to other agency
staff.

* March 27-28: Crater Criminal Justice Training Academy in
Prince George County
* April 10-11: Earlysville Satellite Training Facility in
Albemarle County
* May 8-9:Williamsburg/James City County Community Center
* May 22: Northern Neck Regional Jail in Warsaw, Va.
* June 4-5: Knuckles Hall in Tazewell, Va.
One-day sessions count for seven in-service credits, and two-day
sessions count for 13 credits toward continuing law enforcement
education. In addition, the Virginia Office of Emergency Medical
Services has approved this program for 10.5 hours of continuing
education credits.

Stroke Training for EMS
The Virginia Office of EMS worked closely with Virginia Stroke
Systems to develop a standardized stroke training course for field
personnel. Statewide release of Virginia Standard Curriculum: Stroke &
Intracranial Hemorrhage for prehospital training occurred last fall, and
is now available on OEMS' new Learning Management System, TRAINVirginia:

with the Virginia Office of Emergency Medical Services and Hanover Fire
& EMS, the course provides a ready-made training curriculum for the
field instructors' arsenal. The course has been provided to every EMS
instructor in the state.
Virginia Stroke Systems (VSS) is a collaborative of the American
Heart Association/American Stroke Association, Virginia Council
(804-965-6571), the Virginia Department of Health, Heart Disease and
Stroke Prevention Project (804-864-7877) and many other stroke
stakeholders across the state. The development of stroke systems is
based upon the ASA Policy Statement Recommendations for the
Establishment of Stroke Systems, 2005. Further information can be found

Rescue Squad Assistance Fund Grant Deadline is March 17
The RSAF Grant Funding Cycle for July 1, 2008 awards is
approaching. Deadline for submission of your grant application is March
17, 2008 by 5:00 p.m. to the Virginia Office of EMS. There are several
changes to the RSAF program to include the requirement for all
applications to be completed electronically online. An original
signature of your OMD, Treasurer and Authorized Agent is required on
your Affirmation Page which must be received by the Office of EMS on the
deadline date. "Priority Funding" level projects must also submit a
special RSAF Questionnaire to be considered for funding. The Tidewater
EMS Council will assist you with your grant application. More

SOME NEWS FROM THE FEDERAL LEVEL
Student Recruitment for Management of Emergency Medical Services (Pilot
Offering)
The United States Fire Administration (USFA), Department of
Homeland Security, is conducting a pilot class at the National Emergency
Training Center (NETC) in Emmitsburg, Maryland, for its newly revised
2-week course, P150 - Management of Emergency Medical Services (MEMS).
The purpose of a pilot class is to assure that the materials are
appropriate and accurate prior to replacing the old course in the normal
course rotation. Students will be asked to provide feedback and comments
on the course throughout its delivery. Students will receive a National
Fire Academy course completion certificate.
The pilot class is scheduled to be delivered June 9-20, 2008
with students to arrive Sunday, June 8 and depart Friday, June 20, 2008.
Course Description - This course focuses on management practices
as they relate to emergency medical services (EMS). This interactive and
fast-moving course will enable participants to deal more effectively
with day-to-day management issues that supervisory-level managers are
likely to encounter. Personnel, resource management, research and
quality improvement techniques are some of the major components of this
course. Upon completion of this course, the students will be able to
enhance the quality and overall effectiveness of their EMS operation
through the use of management techniques.
Selection Criteria - Individuals with management responsibility
for part of an EMS delivery system, e.g., a fire department, a hospital,
or a public or private EMS agency. Individuals with decisionmaking
responsibility within an EMS system, e.g., EMS council membership, EMS
program management/coordination, training, medical control, etc.
Prerequisites - IS700 and IS800; ICS-100 and ICS-200 or
equivalent.

The Federal Emergency Management Agency offers an online

declarations, mitigation programs, the National Incident Management
System and the National Response Framework, as well as regional news

National Response Framework published
The U.S. Department of Homeland Security has published the
National Response Framework, which will supersede the National Response
Plan on March 24, 2008. The shorter, less bureaucratic and more
user-friendly framework focuses on the national response to and
short-term recovery from all-hazard disasters across all levels of
government. as well as private sector and non-governmental
organizations. The NRF is based on the NRP, retains much of its content
and continues to build on the principles of NIMS. Changes include:
* The term "Incident of National Significance" has been
eliminated
* The Unified Coordination Group replaces the Joint
Coordination Group in Joint Field Office structure
* Clarification of the roles and responsibilities of the
Principal Federal Official and the Federal Coordinating Officer
* New Planning Section that focuses on the critical
importance of planning
* Some changes in ESF and Support Annexes
The NRF and its supporting documents, including Emergency
Support Functions, Support and Incident Annexes and other appendices,
reflect a number of key recommendations from more than 700
representatives from federal, tribal, state and local governments,
non-governmental agencies and associations, and the private sector, who
participated in a review process and a 30-day comment period. These
documents, a brochure, a fact sheet and frequently asked questions are
available at the NRF Resource Center, at www.fema.gov/nrf. DHS plans to
publish the Incident Annexes and Partner Guides later this spring or
summer; until that time the Incident Annexes of the NRP will remain in
effect.
National EMS Advisory Committee Named
The National Highway Traffic Safety Administration (NHTSA) today
announced the appointment of 25 individuals to serve on the
newly-established National Emergency Medical Services Advisory Council
(NEMSAC). The purpose of NEMSAC is to provide advice and counsel to the
Department of Transportation on national Emergency Medical Services
(EMS) initiatives, while offering a forum for the non-Federal
deliberation of national EMS issues.
Appointed NEMSAC members are:
* Thomas Judge- Executive Director of LifeFlight of
Maine.
* Aarron Reinert - Executive Director of Lakes Region
EMS in Minnesota.
* Robert Oenning - Enhanced 9-1-1 Program Administrator
for the State of Washington.

Chief for the Loudoun County (VA) Fire and Rescue Department.
