PEPP Provider Course and Coodinator's Course November 3 - 4 in Norfolk
-  Pediatric Education for Prehospital Professionals (PEPP) course to be
held November 3-4 at the Weber Emergency Response Training and
Simulation Center at the Tidewater EMS Council in Norfolk. The two-day
provider course is for all levels of EMT, will include optional PALS
renewal, and will be followed on day two by a brief PEPP coordinator's
course for those interested. $25.00 fee includes student manual, snacks

Crush Syndrome Class November 3 in Norfolk  -  Dealing with "Crush
Syndrome" in patients is not something that providers face every day. At
the end of this program you will have a better understanding of this
life threatening condition and how to provide care necessary to promote
your patient's survival. To be held at the Norfolk Fire Rescue Training
Center; please call the training center to confirm your intent to

Protocol Updates Completed  -  Corrections and updates have been made to
the 9th Edition of the Tidewater Regional EMS Medical Protocols. A
summary of technical edits and a correction packet of pages have been
mailed to all original recipients of the notebook version of the
protocols. The same information is posted on the council's website. The
updated manual has been posted without color backgrounds to reduce user
printing costs although section divider pages are available for download
in color if desired. Users of the small pocket guide should download the
technical edit summary for reference.

2008 EMS Symposium Program Needs Input  -  Lorna Ramsey at TCC and Laura
Walker at TEMS are serving as our region's representatives for the 2008
Virginia EMS Symposium Program Committee. If you have a great idea for a
topic and/or speaker for the 2008 Symposium, they would like to hear
from you soon (deadline is November 30). Please forward your ideas or
suggestions along with a brief topic outline and bio on the presenter to
Lorna Lramsey at TCC.VCCS.edu or Laura walker at vaems.org. This information
will be shared with the Program Committee and if selected, a committee
member will be in touch to gather additional information. This year's
program has almost 300 classes and this was paired down from over 800
suggested topics so you can see how much work the committee does on
behalf of the Virginia EMS System to produce a quality program.

Statewide Regional EMS Study Released  -  The Virginia Office of EMS has
released the Regional Emergency Medical Services Council Study. The
contractor, AMSI, Inc., was engaged by Virginia EMS to review the
regional EMS structure in the Commonwealth and to make recommendations
for improving the effectiveness of that structure. In order to
accomplish this, ASMI conducted activities including a statewide survey
of EMS leaders and providers; face-to-face interviews with system
participants and stakeholders; attendance at various meetings and visits
to state and regional EMS program offices. This report endeavors to
describe the project activities and their results which ultimately led
to eight general recommendations, some of which have detailed
sub-recommendations. There are some 29 recommendations in all. Follow

EMS Represented on regional UASI Committee  -  The Tidewater and
Peninsulas EMS regions were invited to share an EMS seat on the newly
developed Hampton Roads Urban Area Security Initiative (UASI) Executive
Committee. The Hampton Roads region became eligible for UASI funding in
2007, and expects to be eligible in 2008. The funding could be several
million dollars depending on federal approval.  John Cooke, executive
director at the Peninsulas EMS Council, is the initial EMS seat holder
on this UASI Executive Committee, with Chief Bob Ryalls (James City
County) as an alternate. Bill Ginnow, MMRS program manager, is also a
member of the Executive Committee representing the Hampton Roads MMRS. 

Aigner elected to TEMS Board  -  Andy Aigner was elected to the TEMS
Board of Directors representing Isle of Wight County. Aigner was
employed by the county in late August to head the Division of Fire eand
EMS. He is a former battalion chief for Hanover County. Welcome!

Tidewater Medical Examiner Appointed to Chief ME Position  -  On October
19 Governor Timothy M. Kaine announced the promotion of Leah Bush M.D.
to serve as Chief Medical Examiner for the Commonwealth of Virginia. Dr.
Bush will begin her service as Chief Medical Examiner on January 1,
2008, following the retirement of Marcella Fierro M.D., who served in
this capacity for 13 years. Bush has served as Assistant Chief Medical
Examiner in the Tidewater District of the Office of the Chief Medical
Examiner since 1986 and is a former member of the TEMS board and of
several committees. Congratulations!

Listo Virginia launches Web site  -  Virginia's Spanish-speaking
communities now have access to essential emergency preparedness
information through a new Web site, www.ListoVirginia.gov
<http://www.ListoVirginia.gov> . The site encourages citizens to prepare
for emergencies by taking three easy steps: get an emergency supply kit,
make an emergency plan and stay informed about the hazards that could
impact Virginia. Part of the effort will seek to educate people about
preparedness through the use of public service announcements, which are
now available for download from the Listo Virginia Web site in the Press
Room area. Each PSA addresses an aspect of family preparedness, such as
deciding on a meeting place or collecting emergency supplies. The PSAs
are available in video and script formats.

Basic Public Information Officer Course  -  Designed for the new or less
experienced Public Information Officer, this class emphasizes the
fundamental skills and knowledge needed for emergency management public
information functions. Topics include: the role of the PIO in emergency
management, preparing and conducting awareness campaigns, news release
writing, and public speaking and television interviews. This course is a
prerequisite for the Advanced Public Information Course (E388) at the
Emergency Management Institute. Tentative class dates and locations are
Jan. 22-24 in Chesapeake, Feb. 12-14 in Richmond and March 25-27 in

Virginia Emergency Management Conference 2008  -  Room reservations are
available for attendees of the 2008 VEMC "It Can Happen Here," March
11-14 at the Hampton Roads Convention Center. Tentative workshops
include: Crisis Management for Schools - new guidelines and how they
impact school systems; Water System Disruptions and Rural/Agricultural
Drought Issues (tabletop exercise); and Minnesota Bridge Collapse Debris
Management - Best Practices. The tentative keynote speaker is Max
Mayfield, current chairman of the World Meteorological Organization's
Regional Association-IV and former director of the National Hurricane

NHTSA Releases National Education Standards for Review  -  The National
Highway Traffic Safety Administration (NHTSA) and the Maternal and Child
Health Bureau's EMS for Children Program have released the second draft
of the National EMS Education Standards for the emergency medical
responder, EMT, advanced EMT and paramedic levels for EMS community
review and comment. The standards will eventually replace the current US
DOT National Standard Curricula. Comments accepted until February 9,
