"Despite recent events in London and Glasgow, which appear to have involved vehicle borne improvised explosive devices, (VBIEDs), no specific, credible threat information exists to suggest an increased likelihood of VBIED attacks in the United States at this time. Recipients are reminded, however, of a continuing intelligence and law enforcement interest in individuals who appear to have sustained injuries as a result of an unreported explosive blast, and/or individuals who provide implausible, inconsistent, or vague explanations for apparent blast injuries and/or serious burn injuries, to include
loss of fingers/hands, serious chemical burns and related trauma. Officials are additionally urged to report the discovery of apparent, unexplained blast damage to vehicles or structures located in relatively remote or inaccessible areas, or evidence of any other activity suggesting the possible "testing" of explosives or incendiary devices. Any information concerning such incidents should be reported to the Virginia Fusion Center."
