EMS Agency Notification of Hospital Diversion Status

Subject: Hospital Diversion Status
1. Transition to WebEOC for Hospital Diversion. As you know the
contract license for EMSystem(r) expired effective December 31, 2006.
EMSystem(r) has been replaced by WebEOC which will be used for the
monitoring of hospital diversion status and mass casualty incidents.
However, EMSystem(r) has stated that they will grant us a 60 day
extension to assist in the transition to WebEOC. It is important for
hospital emergency departments to understand that WebEOC will not
automatically notify EMS (Field) Supervisors that their facility has
changed its diversion status. WebEOC will send an alert message on the
computer where it is running to announce that a hospital has changed its
diversion status. However, WebEOC will not be running in every
Emergency Communications Center/911 Center on the Southside or Eastern
Shore. It is highly recommended that each Emergency Department contact
the EMS Agencies that they work with to determine how the agency's field
supervisors and ambulances will be notified of a change in your
hospital's diversion status.
2. Trauma/Triage Policies. The current TEMS region trauma and triage
policies are unchanged and remain in effect.
3. Mass Casualty Incident Management. Front line EMS Providers and
Supervisors will not see any changes in the way a Mass Casualty Incident
(MCI) is coordinated between the scene and the coordinating Emergency
Department (ED). On-scene communications will be established with the
ED closest to the incident in accordance with the current Hampton Roads
Regional MCI Plan unless that ED hands off the role of Coordinating ED
to another hospital.
4. Hospital Roll Call/Bed Status Reporting. During an MCI the
coordinating ED will initiate the MCI event and conduct a hospital roll
call to obtain bed status information.
5. Additional WebEOC Information. For additional information
regarding WebEOC or its administration please contact the Virginia
Hospital and Healthcare Association (VHHA) Eastern Region Administrator,
