New CMS Signature Requirements for Emergency Ambulance Transports - EMS agencies that bill for services will be required to obtain a signature following emergency transports from a representative of the receiving facility on behalf of incapacitated Medicare patients that do not have another authorized individual capable of signing a claim form. The proposed rule, which becomes effective January 1, 2008, has been opposed by many ambulance provider organizations based on the belief that it would increase the burden on ambulance personnel and decrease their available in-service time. The final rule (Part II-Revisions to payment Policies Under the Physician Fee Schedule, and Other Part B Payment Policies for CY 2008) appeared in the Federal Register on Nov. 27, 2007 and can be downloaded at: http://a257.g.akamaitech.net/7/257/2422/01jan120071800/edocket.access.gpo.gov/2007/pdf/07-5506.pdf <http://a257.g.akamaitech.net/7/257/2422/01jan120071800/edocket.access.gpo.gov/2007/pdf/07-5506.pdf>

"Slow Down, Move Over" Campaign Moves into Full Swing - NASEMSO, along with leading representatives for law enforcement officers, firefighters, and state highway workers, announces the start of a year-long public information and legislative campaign aimed at reducing deaths and injuries among roadside workers and stranded motorists. The effort has two primary components. One is enactment in all 50 states of "Move Over" laws that cover tow trucks and other roadside assistance vehicles in addition to law enforcement vehicles, fire trucks and ambulances. These laws require motorists to change lanes to provide an empty travel lane between their vehicle and emergency vehicles along the roadside, or to slow down while approaching-and passing-a traffic incident, if moving to another lane is not possible. For additional information on the project, visit the National Traffic Incident Management Coalition web site at http://timcoalition.orq/ <http://timcoalition.orq/> . Interested persons can also contact NASEMSO Program Advisor Kevin McGinnis at McGinnis at nasemso.org or NASEMSO's "Slow Down, Move Over" representative Sue Prentiss at sprentiss at safety.state.nh.us for more information.
