During a 10-day period from May 20 to May 29 the Bayer Aspirin Company
conducted a nationwide mass mailing of 178,000 envelopes. Approximately
33,561 of these envelopes contained a sample of Bayer Aspirin Quick Release
Crystals. This product is a small sealed pouch containing a white
powder-like substance. 

The nation's communications centers, as well as the field response agencies
they work with should be aware of these mailings and the increased potential
to receive calls from an unsuspecting public reporting the receipt of an
unknown "white powder" in the mail. 

APCO International recommends that communications centers take this time to
review and update their policies and procedures for the receipt, processing
and dispatch of calls involving suspicious substances or packages.

Furthermore, APCO International recommends that all communications centers
take the time in the coming days to meet with and review suspicious
substance/package incident response parameters with the law enforcement,
emergency medical service (EMS), fire service, emergency management and
hazardous materials agencies in their area and ensure the communications
center's staff, at all levels, are familiar with these procedures. 

To further assist the nation's communications centers in responding to calls
involving suspicious substances or packages, APCO International offers the
